The Alliance of Neutral Worlds was a faction of 15 star systems as of 14 months ABG, which did not allow the Galactic Republic or the Confederacy of Independent Systems to bring their armies through their systems. One of their worlds, Harloen, was particularly important due to its status on the Hydian Way, so Jedi and Separatist diplomats were sent to negotiate with them.[1]
