Betl Oxtroe is an existing character from Legends.[1]
Biography
Eight months after the Battle of Endor, Grand Admiral Ishin-Il-Raz remembered having been approached by Oxtroe to convince him to join her, presumably in the service of Sate Pestage, whom she considered the legitimate ruler of the Galactic Empire after Palpatine's death. Il-Raz vehemently refused her request, viewing it as high treason.[2]
